YouTube allows users to publish their videos with three different accessibility levels: Public, Unlisted, and Private.

Public
videos are available to anyone. They will come up on searches and may be recommended to users by YouTube. ODE requires that our Public content have closed captions from the agency. (YouTube does automatically generate captions, and these are not sufficient.)

Unlisted videos are available to anyone who has the URL for that video. These videos will not appear on a search or YouTube suggested list. ODE does not require closed captions for Unlisted videos unless a viewer requests them, but encourages staff to make captions for these videos when possible.

Private videos are only available to users approved by the person who posted the video. You can send the URL for a video to anyone, but a user must log in with an approved email address to view it. Like Unlisted, these videos are not available by a search or recommended to users by YouTube.
